What You Will Do:

UMMS is currently seeking a Payroll Manager for our Corporate location.


*** Bachelor's degree in Accounting or Finance and 2 years of lead/supervisory responsibility, preferably overseeing the work of payroll staff is REQUIRED***

Under limited supervision, manage and direct the work of the Payroll office and Payroll staff according to federal and state regulations as well as established UMMS policies and procedures.


Principal Responsibilities and Task

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified.


1. Manages and directs the operations of the UMMS Payroll and Payroll staff that are responsible for the timely and accurate payment of employee wages and benefits in accordance with UMMS policies and various governmental regulations.


A. Manages the operations of the UMMS Payroll office applying payroll policies and procedures as well as federal, state and local tax and pay-related labor laws or regulations governing the delivery of payroll services to insure the prompt, effective and efficient delivery of payroll services.


B. Manages all Payroll staff for multiple UMMS locations. Duties include but are not limited to scheduling, staffing and other personnel activities; conducting employee performance evaluations to ensure the overall satisfactory performance of the office, and recommends and/or initiates disciplinary actions, as required. Establishes clear and concise work procedures and expectations, assessing performance levels by monitoring results and providing positive and constructive feedback.


C. Maintains adequate staffing levels to assure optimal provision of services by implementing and/or preparing employee work schedules. Conducts new employee orientation and training, interviewing and hiring, as needed.


D. Assures the reconciliation of system inputs to outputs by reconciling source documents (time records/disbursements requests) to P/R Registers and to Labor Distribution reports.


E. Prepares disbursement requests and remittance advices necessary to render timely and accurate payment to agencies and vendors to satisfy payroll deduction and benefit premium payments.


F. Monitors the timeliness and efficiency of payroll, to assure that payroll services meet the needs of UMMS employees in accordance with established department standards, practices and procedures.


G. Provides guidance and direction and assists the Payroll staff in handling difficult payroll-related questions/problems as necessary. Resolves conflicts with employees and vendors concerning payment issues.


2. Coordinates special projects such as research and implementation of new payroll or processing systems as directed by senior management. Attends and participates in various committees and departmental meetings as required. Ensures the payroll system is updated in accordance with state, local and federal tax law changes as necessary.


3. Communicates regularly with various hospital departments to resolve payroll issues of concern, and to serve as a resource for information concerning payroll services. Interprets, communicates and advises department heads on proper payroll and related personnel pay policies and procedures as needed.


4. Maintains and provides acceptable records and support documents for all internal and external auditors.


A. Maintains all records and reports and serves as the primary repository of information associated with the payroll system. Ensures availability of accurate records and support documents for all internal and external auditors.


B. Files monthly, quarterly and annual tax and unemployment reports. Files periodic reports with the Maryland Department of Personnel, Department of Economic & Employment Development, Internal Revenue Services, Social Security Administration and Income Tax Divisions of the states of Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia.


C. Testifies in welfare and unemployment fraud court cases as needed.


5. Attends in-service training and various educational programs for professional growth and development. Stays abreast of federal and state regulatory changes, i.e. tax and labor laws pertaining to pay practices. Educates various department supervisors in the preparation of time records and the relevant federal and state pay requirements, as needed.


6. Ensures the timely and accurate withholding of all required payroll taxes and the required reporting to all Federal State and local agencies.


7. Performs related duties as required.

What You Need to Be Successful:

Bachelor’s Degree or equivalent in Accounting or Finance is required.


2 years of lead/supervisory responsibility, preferably overseeing the work of payroll staff is required.


5 years progressively responsible experience performing payroll accounting
